Submission Guidelines 投稿指南

Presentation Language 报告语言
All accepted papers are allowed to present in English or Chinese.
本次会议录用论文支持英文、中文双语汇报。

Please use IEEE Conference Template (LaTeX / Word) with 2-column U.S. letter format.
论文请采用 IEEE 会议标准模板（LaTeX / Word），设置为双栏、美国信纸格式。
Paper length: Minimum 5 pages, Maximum 10 pages (including figures, tables and references).
论文篇幅要求：不少于5页，总计最多不超过10页（包含图表、表格及参考文献）。
Extra pages: Additional pages are charged at USD 80/CNY 550 per page.
超页说明：超出基础5页的内容，将收取超页费，标准为 550 元/页。

2. Paper Review 论文审稿

Each submitted paper will be peer-reviewed by 2-3 Program Committee Members. The evaluation criteria include technical quality, relevance to conference topics, originality, academic significance and expression clarity.
每篇投稿论文将由2-3位程序委员会进行同行评审，评审标准包含论文质量、会议主题契合度、原创性、学术价值与表述清晰度。

3. Submission Requirements & Academic Ethics 投稿要求与学术伦理

All submissions must present original, previously unpublished research (experimental or theoretical). Papers must not be under consideration for publication elsewhere. Ethical conduct is essential in academic research. Any form of plagiarism is unacceptable misconduct.
所有投稿论文须为原创且未公开发表的实验或理论研究成果，不得同时交由其他出版物审核发表。学术研究必须恪守学术伦理，任何形式的抄袭均属于学术不端行为，严禁出现。
Violation Sanctions 违规处罚：
1. Rejection of the submitted paper or removal from the final proceedings.
1. 直接拒稿或从会议论文集中移除已录用稿件
2. Reporting the violation to the author’s supervisor and affiliated institution.
2. 将违规行为通报作者导师及所属单位
3. Reporting the violation to the academic ethics committee and relevant funding agencies.
3. 上报至学术伦理委员会及相关科研资助机构
4. Reserving the right to publicly disclose the author’s name, article title, affiliation, and details of the misconduct.

4. Dual / Double Submission Policy 一稿多投规定

By submitting a manuscript to the conference, authors confirm that it has not been published or accepted for publication in substantially similar form in any peer-reviewed, publicly available publication (journal, conference, workshop, or archive). No substantially similar paper will be submitted to another venue during the review period.
作者向本次会议投稿即确认：该稿件未以相似形式在任何同行评审的公开出版物（期刊、会议、研讨会、学术存档库等）发表或录用，审稿周期内不得将高度相似稿件投递至其他学术平台。
As a general guideline, the submission should contain no more than 20% content from prior publications. Violation of these policies will result in immediate rejection.
投稿稿件与作者已发表成果重合内容不得超过20%，违反本规定将直接拒稿。

5. Paper Presentation Rules 论文展示规则

Any accepted paper included in the final program is expected to have at least one author or qualified proxy attend and present the paper at the conference. If a paper is not presented at the conference, the paper will not be published in the conference proceedings or other public access forums.
所有录用并纳入会议日程的论文，须至少一位作者或授权代理人到场完成汇报。未到场展示的论文，将不予收录至会议论文集，不对外开放公示。
For poster and demo sessions, if the speaker is not present in front of the poster for most of the time during the poster session, this also implies the paper was not presented.
海报展示、成果演示分会场中，若作者在展示时段内长期缺席，将判定为未完成论文展示。

6. Important Notes 投稿备注事项

  • Prior to make the submission, please prepare your submission according to the Manuscript Formatting Guidelines.
    投稿前请严格按照会议论文格式要求整理稿件。
  • The submission will be confirmed and assigned with a Paper ID by the conference secretary from icsafr_conf@163.com within 3 working days after submission.
    作者投稿完成后，会议秘书处将在3个工作日内通过官方邮箱 icsafr_conf@163.com 发送投稿确认邮件并分配论文编号（Paper ID）。
  • At least one author per paper must be registered and attend the conference to present their paper.
    每篇录用论文至少需要一位作者完成会议注册并到场参会、完成论文汇报。
  • The reviewing process of the conference aims to provide authors with constructive feedback on their papers, even when a submission is rejected. The accepted papers must be revised, taking into consideration the referees' comments and suggestions, before inclusion in the conference proceedings.
    本次会议审稿旨在为作者提供专业、建设性的修改意见（含拒稿稿件）。所有录用论文需根据审稿人意见修改完善后，方可收录至会议论文集。
  • Papers for presentation only must be submitted by abstract at least.
    仅做会议口头汇报的成果，至少需提交完整论文摘要进行投稿。
  • Any submission must not have been or will not be published elsewhere or submitted to another conference before the review notification date of this conference.
    本次投稿稿件在收到本会议审稿结果前，不得一稿多投、不得在其他会议或期刊发表、录用或公示。
